It is the development of necessary administrative and technical capacity in the fields of stock assessment and ecosystem monitoring in fisheries activities.

- Strengthening the administrative capacity of the Ministry of Agriculture and Forestry in relation to stock assessment, ecosystem monitoring and management in fisheries activities and the establishment of a comprehensive advisory board

- Development of data collection, validation, evaluation methodology

- Implementing trainings in stock assessment in fisheries activities and increasing stakeholder awareness and participation

- Establishing a computer-based monitoring system
