Brief description of the project and main objectives
 

The court expert system in Turkey has continuously suffered from many unclear, unresolved and not properly regulated issues, thus causing long proceedings, and consequently affecting adversely the impartiality and confidence in the judiciary.

The main problems appear to vary from lack of quality and competence of experts to their appointment process. Since reports of court experts are not standardized, courts usually receive poor quality reports, and therefore they need complementary reports which results in a time- consuming process. There are no written rules on how the service is to be rendered and what qualifications the experts are required to have. In many cases experts provide opinions on legal aspects rather than on technical specificities. Due to their excessive workload, judges tend to frequently resort to the expertise process even when it comes to legal interpretation.

The proposed intervention aims to address the above-mentioned issues by preparing a comprehensive study to assess the gaps and needs and by putting forward solutions.
