European Parliament (EP) and the Council reached a provisional political agreement on the update of the driving licence directive.

On 25 March 2025, the European Parliament (EP) and the Council reached a provisional political agreement on the update of the driving licence directive. The new rules aim to make digital driving licences recognised in all EU member states while introducing a two-year probation period and mandatory additional training on safe driving for new drivers.

In the press release, a uniform mobile driving licence accessible via smartphones is expected to be introduced by the end of 2030. Stricter rules or sanctions regarding alcohol or drugs and seatbelt use will also be implemented to enhance road safety. Furthermore, the minimum age whereby a driver can obtain a truck licence will be lowered from 21 to 18, and for a bus driving licence from 24 to 21, provided the applicant holds a certificate of professional competence. EU countries may allow 17-years-olds to drive a truck or van on their territory only, if accompanied by an experienced driver.

The new rules also introduce updated medical examination procedures for drivers, with a possibility of shortening the validity period of licences for older drivers.

This provisional agreement will now need to be endorsed by the member states’ representatives within the Council (COREPER) and by the European Parliament. It will then be formally adopted by both institutions following legal-linguistic revision.
