Announcement on the Cancellation of Jean Monnet Scholarship Programme for the 2016-2017 Academic Year

The necessity has arisen to share with the public the issues set out below, in addition to the statement made by the Central Finance and Contracts Unit (the Contracting Authority of the Programme) on 5 August 2016 regarding the cancellation of Jean Monnet Scholarship Programme for the 2016-2017 academic year.

The problems that could be faced during the implementation of the Jean Monnet Scholarship Programme has been assessed in detail by the Implementing Authorities, which are the Ministry for EU Affairs and the Central Finance and Contracts Unit, in the light of the current extraordinary circumstances that of Türkiye. This assessment has yielded that taking into consideration the conditions prevailing in our country, there may be problems regarding the secondment procedures of employees in public institutions and universities, who are the largest target group of the scholarship programme, and thus, the participation in the Programme may remain limited. This may result in not only a decrease in the quality of the implementation of the Programme, but also hinder the achievement of its objectives. For these reasons, it has been decided to cancel the Jean Monnet Scholarship Programme for the 2016-2017 academic year so as not to jeopardise the Programme and ensure its continuity in the forthcoming years.

Efforts are underway to transfer the budget allocated for 2016-2017 academic year to the next academic year so as to fund more scholars in the following year.
