On 24 April 2025, the European Commission published a statement proposing a comprehensive overhaul of the EU's road safety and vehicle registration rules aiming to enhance road safety and reduce air pollution.

The new rules will take into account the growing presence of electric vehicles and adapt to emerging technologies; periodic technical inspections will be introduced for electric vehicles and advanced driver assistance systems, and annual inspections would become mandatory for passenger cars and light commercial vehicles over ten years old.

Under the proposed changes, digital vehicle registration documents and periodic testing certificates will be introduced, cross-border data sharing will be simplified, and stricter measures will be taken to combat odometer fraud. In addition, measures are planned to facilitate the technical inspections of vehicles belonging to persons temporarily residing in another EU Member State. The Commission is proposing to revise three directives: on periodic technical inspection (PTI) of vehicles, vehicle registration documents, and the roadside inspection (RSI) of commercial vehicles.

This initiative supports the European Commission’s “Vision Zero” targets under the EU Road Safety Policy Framework 2021–2030 and the 2020 Sustainable and Smart Mobility Strategy, aiming to achieve zero deaths and zero serious injuries on EU roads by 2050.

The proposals will now be considered by the European Parliament and the Council under the ordinary legislative procedure. Once agreed, the Commission will prepare the required delegated and implementing acts for certain aspects of the implementation of the rules.
