Satılmış GÜLER, Head of Department

He was born in Mengen, district of Bolu, in 1975.  After completing his primary, secondary and high school in Mengen, he was graduated from Anadolu University Faculty of Business Administration in 1998. He completed his Master’s Degree in the field of Public Administration / Local Administration at the Ahmet Yesevi University.

He started his public service career at the Ziraat Bank’s General Directorate of Administrative and Social Affairs between 1993 and 2002. He then worked at the General Directorate of Social Services Child Protection Agency between 2002 and 2007.

In 2007, he was appointed as the Financial Services Expert to the Secretariat General for EU Affairs through a centralized examination conducted by the Ministry of Finance. He then worked as a Financial Services Expert at the Secretariat General for EU Affairs between 2007-2014 until his promotion as the Head of the Administrative and Financial Affairs.

He was participated in many training and seminar programs in the fields of Public Procurement Legislation, Budget and Performance Management, Strategic Management and Planning, Public Internal Control and Risk Management. He took part in the preparations for Ministry’s Strategic Plan, Performance Program and Adaptation Action Plan for Internal Control Standards.

He is married and has two children and still continues to serve as the Head of the Administrative and Financial Affairs Department.
