24. Justice, Freedom and Security

Scope of the Chapter:

Chapter 24 on Justice, Freedom and Security covers EU Acquis and policy on external borders, police cooperation, international protection, migration, fight against organised crime.Within the framework of "Area of Freedom, Security and Justice" of the European Union, EU Acquis and policy set in place to ensure security, personal rights and freedom of movement within the EU, are aggregated under Chapter 24 in the scope of accession negotiations.

"Area of Freedom, Security and Justice" established under Title V of the Treaty on the Functioning of the European Union is also the basis of the Chapter 24 of the accession negotiations. Areas covered within the Chapter are topics that saw increased prominence over time and consists of legislation and policies that increasingly fall under the Union's area of jurisdiction. Areas that started to be included in the EU treaties beginning with Treaty of Maastricht as "Justice and Home Affairs Pillar" has been expanded with Treaties of Amsterdam and Nice and took their current form with the Treaty of Lisbon.
